In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, further implement the requirements of the State Council for the reform of "release, management and service", simplify and integrate the compulsory product certification procedures, and facilitate the implementation of enterprise compulsory product certification marks (hereinafter referred to as "CCC marks"), CNCA has decided to reform the distribution and management of CCC marks. The relevant matters are hereby announced as follows:
1、 Cancel the review and charging of printed / molded CCC marks
1. From March 20, 2018, the audit of printing / molding CCC logo by the designated logo distribution management organization (Beijing Zhongqiang recognition product logo technical service center) will be cancelled, and the corresponding audit fees will be cancelled. The certified enterprise will print / mold CCC logo by itself.
2. The CCC Mark printed / molded by the certified enterprise shall be implemented in accordance with the management requirements for the application of compulsory product certification marks (see Annex 1).
2、 On the distribution management of standard CCC marks
1. From May 1, 2018, the designated certification authority shall undertake the distribution and management of standard CCC marks, and the charges shall be implemented in accordance with the notice of the national development and Reform Commission on liberalizing the charges for some inspection and testing business services (fgjg [2015] No. 1299).
2. Before May 1, 2018, each designated certification authority shall complete all preparations for the distribution management of standard CCC marks, including CCC Mark distribution management procedures, contacts, contact numbers, etc., and publish them.
3. The designated mark distribution management organization (Beijing Zhongqiang recognition product mark technical service center) shall be responsible for the distribution management of standard CCC marks until May 31, 2018. From June 1, 2018, it will no longer be responsible for the distribution of standard CCC marks.
3、 Simplify and integrate CCC logo categories
Since March 20, 2018, the CCC logo will no longer be marked with sub categories such as s (safety products), EMC (electromagnetic compatibility), S & E (safety and electromagnetic compatibility), f (fire protection) and I (Information Security). The original CCC logo can be eliminated naturally according to the mold replacement cycle and product inventory.
4、 Strengthen the follow-up supervision of the implementation of CCC signs
When applying standard CCC marks and self printed / molded CCC marks, the certified enterprise shall establish its own CCC Mark use and management system in strict accordance with the relevant requirements of the management requirements for the application of compulsory product certification marks and the implementation rules of compulsory product certification, and record and archive the use of CCC marks.
The designated certification authority shall strengthen the supervision and management of CCC Mark, guide the certified enterprises to correctly use CCC Mark, and implement the main responsibility of certification authority.
Local certification supervision and administration departments at all levels shall strengthen the supervision, management and law enforcement inspection of the application of CCC Mark.
5、 Other matters
The original measures for the administration of compulsory product certification marks (CNCA Announcement No. 1 in 2001) and the announcement on matters related to the administration of the issuance of compulsory product certification marks (CNCA Announcement No. 7 in 2002) shall be abolished at the same time.
